William J. "Bill" Conn
November 24, 1947 ~ February 14, 2025 (age 77)


It’s with great regret that we report the passing of former Central PA PCA President Bill Conn after a lengthy illness. He was the husband of former CPA-PCA Secretary Deborah E. (Throne) Conn.

Born November 24, 1947, in York, the son of the late George H. Conn, Sr. and the late Marguerite K. (Eastlack) Conn, he was a 1965 graduate of Willam Penn High School, attended Cornell University, earned his Associate’s Degree from York College of Pennsylvania and his Bachelor’s Degree from Penn State University. He worked professionally in planning and Municipal Administration, serving on the York County Planning Commission, and as Manager for Spring Garden Township and Jackson Township. He was a member of the Pennsylvania Planning Association, and Sigma Nu Fraternity. He was a former member of the York City Historic Architecture Review Board, Historic York Inc., and Conewago Canoe Club. He served as an advisor to the York County Rail Trail Authority.

Bill was a member of Central PA PCA since the summer of 1988. At that time he drove a black 1984 944, and later upgraded to a black factory turbo-look 1984 911 Carrera. He was involved in road rally events, Swap events, Crab Feasts, Membership, and he attended multiple Parades. Bill served as Social Chair for Central PA PCA, and in the later ’90s as Region President.

In addition to his wife of 54½ years, Mr. Conn is survived by a son, Matthew A. Conn, and his wife Becky, of Bluffton, South Carolina; a daughter, Tracey E. Carpenter, of Bluffton; and three grandchildren, Jacob and Morgan Carpenter, and Duncan Conn. Bill’s 911 currently resides in Bluffton with his son Matthew, a fellow PCA member.
